Dominican Republic: a family base you can prepare now
Compare residence routes, family locations, housing and money access in the Dominican Republic. EXOBASIS organises the practical preparation for your move or second base. EXOBASIS organises the agreed work, from documents and housing search to a prepared arrival.
Your starting point
A second base can give you somewhere to go without forcing every part of your life to move at once. But a home kept in reserve has to remain usable while you are elsewhere. If you are moving permanently, the test is different: can your family build an ordinary working week around that address?
- A second baseA home for regular stays, with suitable rights, reliable access and care while you are away.
- A new place to liveBring housing, school, healthcare and income together into a workable family routine.
- A prepared alternativeArrange travel, accommodation and the necessary steps early enough to turn an idea into a usable plan.
What matters for your decision
The Dominican Republic has distinct residence routes for qualifying pension income, stable investment-derived income and registered investment. The route must match the people and activities involved. Your present UK or UAE address does not determine your Dominican immigration category, and English-language schooling does not automatically preserve a British education pathway.
Start with the intended use, then compare Santo Domingo, the north coast, Samaná, inland locations and the east. EXOBASIS connects that choice to the residence work, housing and payments needed to make it usable.
You may want to leave the UK, keep an option beyond the UAE or move your family further from a war you fear could reach them. A Dominican base needs more than distance: the right to use it, a home that works and money you can actually access. EXOBASIS brings residence preparation, housing, essential services and arrival into one coordinated assignment.
Contingency base and return
Fear of war can make departure feel urgent. The useful response is to prepare the parts that cannot reliably be arranged on the day you leave: each person's documents, access to money, medication and a home someone can hand over. Geographic distance from Europe changes your exposure; it does not remove the island's dependence on flights, supplies and functioning local services.
Travel and local preparedness in detail
- Before departure
- Check the actual passport and transit position of every traveller, including children with a different nationality. The journey must be lawful from the country you leave, through any connection and into the Dominican Republic.
- If the journey is interrupted
- Have a plan for staying where you are, a delayed connection and arrival after the booked handover time. Keep funds available for extra accommodation and access to essential medication. A route that looks possible on a map is not evidence of a flight operating when you need it.
- On the island
- Arrange the journey from the airport, keys and a reachable receiving contact. The Atlantic hurricane season runs from 1 June to 30 November. Water, backup power for essential equipment, communications and usable reserves belong in the housing decision.
- Returning later
- Keep the right to return to your existing base separate from your right to use the Dominican home again. A Dominican residence document does not maintain a UAE residence permission or settle a UK immigration position.
If a payment channel fails or your account is restricted, wealth on paper will not pay for the first week. Prepare lawful access before departure and avoid making rent, treatment and the return journey dependent on one untested account.

A lasting future for your family
A lasting move is a decision about your family's week, not just your address. The right school may make a district in Santo Domingo preferable to a coastal property. Regular specialist treatment may point towards Santiago or the capital. For another household, a north-coast school and a suitable local medical provider may meet the need. Establish those requirements before signing a long lease or purchase contract.
Residence and family life in detail
Include the household's less visible needs in that choice. If essential medicines or equipment must be imported, establish the supply route, lead time and cost of keeping a suitable reserve. At the property, test whether backup power can support the equipment and workspace you rely on. Heavy rain or a storm may disrupt the journey to school, care or treatment, so agree who takes over and where you can go if the usual route is unavailable. Those arrangements affect both your choice of home and the family budget.
The pension and qualifying-income framework covers specified dependants: spouses, unmarried minor children, economically dependent adult children who are studying or have a disability, and recognised minor wards. An older parent who needs care is not automatically included. Their residence basis must be established in its own right.
Separate the family's immigration position from the work each person intends to do. A spouse accompanying the main applicant may have different permission needs. Then use an exploratory visit to test the school run, shopping, workspace and treatment journey. EXOBASIS organises the enquiries, viewings and appointments so the choice is based on that actual routine.

Mobile living
If your clients, business or relatives keep you moving between countries, set out who will use the Dominican home and when. Occasional visits are useful for learning the area. They are not a substitute for the residence status needed for the way you intend to live and work.
The investor framework expressly allows travel without interrupting a valid investor residence status and does not make constant personal presence at the investment essential. That provision applies to the qualifying route and a valid title. Pensionado and Rentista holders have their own renewal evidence, including relevant income received and used in the country. Do not build a travel pattern around a single supposed annual day requirement for every category.
Keep the business operational when you cannot act. The person authorised to sign, pay or respond to clients needs the right authority and access. A power of attorney drafted abroad is not automatically accepted for every Dominican bank or property transaction. Its purpose, form and acceptance by the receiving institution need to match. Shared passwords and a trusted relative are not a substitute for that arrangement.
Remote work also needs a proper classification. Having overseas clients or being paid outside the Dominican Republic does not, by itself, settle permission to work there or the source of the income for tax purposes.

Existing rights and suitable routes
Your passport comes before your current address
British citizens are among the groups listed for tourist entry without a prior visa. Entry requirements also include the appropriate passport validity, return or onward travel, accommodation details, funds and the E-Ticket. The general passport rule is six months; the published concession for British and certain other passports runs to 31 December 2026. Check the rule applying to your travel date rather than extending that concession into a later trip.
If you live in the UAE with a third-country passport, use that nationality for the entry check. MIREX also describes exemptions linked to permanent residence or a valid multiple-entry visa in the United States, Schengen area, Canada or the UK. A UAE residence card alone is not one of those listed exemptions. Neither tourist entry nor residence in the UAE establishes a right to settle in the Dominican Republic.
Match the residence route to the income or investment
Pensionado is for a qualifying foreign pension of at least USD 1,500 a month, with a further USD 250 for each accompanying dependant included in the application. Salary does not qualify under this route. The pension certificate must substantiate the payment; the published DGM dossier also requires a Dominican bank certificate.
Requirements and procedures in detail
Rentista requires stable income of at least USD 2,000 a month, plus USD 250 per included dependant, with the relevant capital originating abroad. Suitable rental income, interest or dividends may provide the basis. Law 171-07 requires contractual evidence of stable income for at least five years and evidence of foreign-currency receipts. An overseas employment salary or a one-off bank balance is not interchangeable with this requirement.
Investor residence is a distinct route. DGM specifies a minimum USD 200,000 investment and certification under the relevant investment registry or free-zone regime. Buying a property at that price does not, on its own, demonstrate the registered investment required or grant residence.
Family routes require evidence for each accompanying person. Outside the specified pension/income dependant provisions, family reunification follows the actual relationship and the Dominican or legally resident sponsor's position, including the appropriate temporary route where applicable.
Work rights also differ. Permanent residents may generally undertake paid activity, but Pensionado, Jubilado and Rentista holders require authorisation from DGM and the labour authority under Article 98. Temporary residents are bound to the permitted category; their dependants need express DGM permission. Tourist admission does not create a general right to work.
How the three uses of a Dominican base differ
Open the use that fits your plans. Each option brings together the legal requirements, your documents and the work to commission.
Your intended use: Contingency home
- Rights needed
- Visitor entry can support an exploratory trip. A longer stay needs an appropriate granted status for each person; ownership alone does not provide it.
- Evidence and presence
- Passport and entry requirements first, then the RS and personal DGM steps where required. Keep documents valid while the home is unused.
- Work you can commission
- Connect the document timeline, available accommodation, accessible funds and delayed-arrival arrangements.
Your intended use: Permanent family move
- Rights needed
- Choose the pension, qualifying-income, investor or family route that fits. Establish work permissions separately.
- Evidence and presence
- Income or investment evidence, family records, examinations and the required policy; personal appointments and continuing renewal evidence.
- Work you can commission
- Coordinate residence preparation with school and medical acceptance, housing and household payments.
Your intended use: A base used between trips
- Rights needed
- A valid suitable title supports return. Investor travel provisions concern that specific status, not unlimited visitor entries.
- Evidence and presence
- Plan card expiry, renewal and personal appointments. Preserve the evidence required for Pensionado or Rentista use.
- Work you can commission
- Maintain deadlines, accepted representation, property oversight and payments before the next visit.
You can ask us to carry out a defined task directly. A document, housing or arrival assignment does not require a preliminary advice purchase.

Regions and housing
Choose a location by the life it supports
Santo Domingo offers specific anchors for a family needing a city school and specialist medical access. New Horizons in Bella Vista describes a bilingual Dominican and US-oriented curriculum. CEDIMAT publishes round-the-clock emergency services and dedicated cardiac and stroke care. Choose the neighbourhood around the services you actually need. Water supply comes through different CAASD systems, so storage, pumps and backup power remain property-level questions.
Property rules and preparation in detail
The north coast requires a more precise choice than Puerto Plata, Sosúa and Cabarete as one broad destination. International School of Sosúa describes an English-based US/Dominican curriculum. Centro Médico Cabarete is located in Sosúa and lists private inpatient and intensive-care facilities. Those locations help you test the real school and treatment journeys. Documented pipe repairs and drought-related supply problems also make water storage and replenishment relevant to the property inspection, without establishing a current coast-wide outage.
Las Terrenas and Samaná need particular attention to the distance between home and essential services. ISLA lists Las Terrenas among its school locations; the year group and teaching site need confirmation. The provincial hospital in Samaná is not evidence that every specialist treatment is available near a Las Terrenas home. INAPA's Las Terrenas water project describes pumping and network limitations. Check the actual supply, storage, rain access and who maintains the property while you are away.
Santiago and inland locations offer a different family pattern. A New Horizons campus and HOMS, with separate adult and children's emergency services, provide concrete points around which to assess a home. A cooler higher-altitude property is a separate choice: compare the journey to those facilities rather than treating all inland locations as equally cool or accessible. Heavy rain and water turbidity can affect supply inland too.
Punta Cana and the east have identifiable school and service options beyond the resort image. Puntacana International School describes Spanish- and English-language curricula, and Centro Médico Punta Cana lists medical and diagnostic services. CEPM is an electricity provider in the east, but your property's actual supply contract matters. The planned Verón-Punta Cana water system is not proof that every home already has a completed connection. Establish the water source, treatment, storage and wastewater arrangements.
For any imported equipment needed to run the home or your workspace, obtain a delivery plan and full cost to the property before committing. A pump or backup-power system also needs the right spare parts and someone able to maintain it locally. If essential equipment will arrive after the keys are handed over, arrange a workable interim setup. EXOBASIS coordinates the agreed sourcing with the handover and arrival dates, so the move is not scheduled around an unconfirmed delivery.

Rent first with the correct agreement
A short exploratory stay and a long-term family tenancy can fall under different rules. Law 85-25 governs new urban residential rentals, while tourist or leisure lettings of up to 90 days are among its exceptions. For a residential tenancy within the law, record the parties, property, condition, inventory, permitted use, payment method and end date. The deposit is capped at two months' rent, and the person commissioning the agent bears that agent's commission.
Agree how faults are reported, utilities paid and keys controlled. If the home will be empty between visits, property checks, pumps and reserve supplies need named responsibility. A condition and handover record gives everyone a practical reference.
Buying: the title is only part of the decision
Begin with the seller's identity and authority, the exact unit or parcel and a current Certificación del Estado Jurídico. This records the registered legal position at its issue date. Building condition, lawful use, condominium boundaries and shared areas, outstanding charges and any intended letting need separate investigation.
Property rules and preparation in detail
A Deslinde identifies and individualises rights held through a constancia anotada. Whether you need that surveying and registration procedure depends on the existing title. It should not be treated as a fresh requirement for every already individually titled apartment.
The purchase agreement must then connect conditions and deadlines to a workable, documented payment route. DGII states a general transfer tax of three per cent on the higher of the tax valuation and the value in the transfer deed, with six months from that deed for timely processing. This is a transfer-tax rule, not an all-in purchase-cost estimate or a six-month completion promise. Budget separately for legal work, notarial and registration costs, any necessary survey and the property's running costs. Transfer registration at the appropriate Registro de Títulos remains a separate step after the tax process; payment and keys do not replace it.

Schooling, healthcare and care
School continuity and each child's rights
An English-language school may teach a US-oriented or Dominican curriculum rather than a British one. For a child coming from the UK or a UAE international school, compare the current year group, subjects, qualifications and intended next school. Ask the selected institution to confirm records, dates and actual admission before committing to the nearby home.
Children also need their own lawful travel and residence position. Where parental responsibility, consent or a court order affects travel from the UK or UAE, resolve that at the starting point. A Dominican school place or the main applicant's residence approval does not replace the necessary permission for the child to leave. Prepare to move abroad with children and family develops that preparation across the people involved.
Insurance and treatment are separate arrangements
DGM's required guarantee/repatriation policy is not comprehensive private medical cover. Identify the treatment you need, a provider able to accept you, the insurance terms or direct payment route and the journey from home. CEDIMAT in Santo Domingo, HOMS in Santiago and the coastal providers have different locations and published services; the existence of a clinic does not establish your personal treatment arrangements.
Health cover and care abroad explains how cover, admission and continuity fit together. We organise the agreed provider enquiries, records and appointments as part of the move.
Care must be ready when the person arrives
For a relative who needs assistance, establish transport suitability, medication, equipment and who takes over at the destination. Plan for a late flight, power-dependent equipment and interrupted water or transport. Where medication or a care aid has to be imported, agree the lawful supply route, delivery lead time and a clinically appropriate reserve with the treating team and supplier. The person taking over care needs to know what will be available on arrival, how it must be stored and reordered, and what care arrangement covers a delayed shipment. A hospital somewhere in the province is not a substitute for the specific care required at home. Personal medical information is handled through the protected working exchange.

Income, money and work
Budget with available money, not application figures
The income threshold for a residence route is not a household budget. Rent or purchase, setup, school, insurance, treatment, travel and property oversight need their own provision. Capital committed to an investment is not automatically available for monthly spending.
If you are moving from the UK, establish whether your existing bank product can continue with your actual new address and status. Keep incoming pension or client payments and continuing UK obligations in view. For a move from the UAE, separate final salary, outstanding commitments, changes in resident status and any actual account restriction. An expected end-of-service payment becomes useful for a Dominican deposit only when you can lawfully access and transfer it.
Connect bank acceptance to the first real payment
Banreservas publishes a USD savings product requiring an application, Cédula or passport, an opening deposit and further documents where requested. BHD's personal peso account describes payments, taxes, currency exchange and card facilities, with a passport listed for foreign applicants. These are product examples, not confirmation that a particular non-resident will be accepted from the UK or UAE.
Work, income and payments in detail
Prepare the real account holder's identity, address, tax position, income and source-of-funds evidence. Confirm the product and onboarding requirements for that status. Then establish who receives the money, in which currency, through which channel and under which limits. A USD purchase and everyday DOP bills are different payment needs.
Test lawful access with a small payment and recipient confirmation before a major rent, purchase or care deadline. That test does not establish approval for the larger amount: its source and purpose need separate clearance. Maintain an accessible reserve and representation accepted by the bank, rather than leaving every payment dependent on one person and phone.
Classify your work and income correctly
Dominican tax residence for an individual arises at more than 182 days in the tax year. Immigration residence is a separate question. The tax system covers Dominican-source income and specified foreign investment and financial income of residents; Article 271 brings the relevant foreign income of newly resident individuals into charge from the third tax year. This is not a general exemption for work performed locally or all worldwide income.
Law 171-07 provides relief for income declared for its qualifying pension/income framework, not every additional business activity. Where work is carried out and capital is economically used matter alongside the income category. Receiving fees in a UK or UAE account does not settle the source. Your remaining UK or UAE connections must be assessed separately from the Dominican position.
Documents and preparation time
For a UK-based applicant or a family resident in the UAE, the documents may come from several jurisdictions. Citizenship, previous residence and the place where a family record was issued each affect the file. Use the selected Dominican route to drive that work, rather than ordering a generic package of certificates.
Documents and timing in detail
- Establish the people and qualifying basis. Match actual passports, residence history and family relationships to the pension, income, investment or family route. Identify the responsible Dominican consulate.
- Obtain the right records. Prepare birth and, where relevant, marriage records, criminal-record evidence from the relevant places of residence, and the income or investment documents. Arrange the required apostille or legalisation and Spanish translation for the receiving procedure, within its validity requirements.
- Apply for the RS visa. MIREX describes this residence visa as valid for 60 days and one entry. It is a step towards residence, not the residence card itself.
- Complete the DGM steps after arrival. The published procedures require original documents to be submitted within 30 days of entry. Coordinate the online file, personal original-document appointments, approved medical examinations and the required guarantee/repatriation policy.
- Follow approval through to identity registration. After residence is granted, complete the card and JCE/Cédula sequence. Keep the bank evidence, accommodation and family arrangements aligned with the actual process.
The pensioner and qualifying-income provisions specify two different starting points for the maximum 45-working-day period. Under Law 171-07, Article 7, the clock starts when the application is received; following document checks and a favourable decision, DGM issues an approval letter authorising the residence card. Regulation 631-11, Article 65, also provides for checks and an approval letter, but ties authorisation to issue the card to a maximum of 45 working days from receipt of the reviewed dossier. These statutory limits are not an observed end-to-end time from obtaining the first document to receiving the card. The visa's 60 days, the 30-day submission requirement and the residence card's validity serve different purposes.
Before travelling, make lawful document and account recovery possible without relying on one phone. Accessible copies, recovery methods and authorised contacts need to work if the device or primary holder is unavailable. A UK digital immigration record or UAE identity record does not replace the Dominican documents.

Ongoing obligations
Plan from the card actually issued and its category. The investor service describes a first one-year card followed by four-year cards. Current Pensionado and Rentista renewal services describe one-year renewals and application 45 days before expiry. Law 171-07 provides for two years after the first annual card, or the period determined by DGM. That distinction matters when you book travel and arrange personal appointments.
For Pensionado and Rentista renewal, DGM requests bank certification, the previous six months' account activity and evidence of the relevant income received and used in the country, such as housing, school and service payments. Keep those records as you go.
If the residence card expires while you are abroad, DGM describes an application through the Dominican consulate, supported by the reason and copies of the card, Cédula and passport. Resolve that route before attempting the return. The special re-entry document provided for in migration law is a separate mechanism; its period of up to six months is not a universal permitted absence.
If you also maintain a UAE base, distinguish a temporary absence, a final departure and parallel residence. Check your actual UAE category, sponsor and dependants separately from the Dominican cards. There is no single absence rule that preserves every person's position across both countries.

Practical preparation
You can commission a complete preparation assignment or start with a defined piece of work: comparing locations, arranging documents, coordinating residence tasks, organising property due diligence, preparing payment arrangements or setting up arrival and handover. EXOBASIS carries out the agreed organisational work, commissions the required specialist input and brings the results together. The operating company is Auranex LLC.
The useful outcome is a base you can actually use: the relevant application work completed, accommodation arranged, payments prepared and clear responsibilities for what happens next. The assignment sets out deliverables, your participation, external costs and any continuing maintenance. Raphael's life in the Dominican Republic provides a local connection; your requirements determine the location.
Compare the Dominican option with Panama and Mauritius
Panama as a personal alternative offers a different combination of family location and international professional services. Compare the actual home, school and medical access with the Dominican region you are considering. Panama's canal and transit role, together with region-specific warnings, belongs in the contingency decision. A banking or business advantage does not settle that question, and a Panamanian account does not by itself provide Dominican household payments.
Mauritius as a personal alternative is another island option, with its own residence routes and journey from your present base. Both choices require distance to be weighed against imports, weather and operating flight connections. Mauritius's Premium Visa serves a different time horizon from securing a lasting family residence. Compare the route that suits your intended use, and the particular school and treatment arrangements, rather than choosing by a safety ranking.
Will the Dominican Republic always be your recommendation?
No. The country has to fit your residence position, family needs and practical access. Raphael lives in the Dominican Republic, but that does not decide the answer for you. We compare the relevant Dominican location with Panama and Mauritius, then organise the preparation you choose.
