Moving to the UAE: build a working family and business base
Prepare a UAE base around the right residence, home, family cover and money access. Understand Dubai property routes, regional exposure and ongoing duties. EXOBASIS organises the agreed work, from documents and housing search to a prepared arrival.
What do you want the UAE base to achieve?
A business relocation, a permanent family home and a second residence used a few times a year are different projects. Your residence route should support the way you intend to live and work. The property should follow that decision, not force it.
- A second baseA home for regular stays, with suitable rights, reliable access and care while you are away.
- A new place to liveBring housing, school, healthcare and income together into a workable family routine.
- A prepared alternativeArrange travel, accommodation and the necessary steps early enough to turn an idea into a usable plan.
What matters for your decision
Start with who will move, which passports they hold, how the household earns its income and what must continue if the original country becomes difficult to remain in. An existing UAE address or company is not a complete family fallback. Every person still needs the right status, practical access to the home and money they can use.
A UAE base can bring your home, international work and family arrangements into one place. It also places you in the Gulf, with the region’s security and travel dependencies. If you are moving because you fear war or losing room to act, assess that exposure alongside the residence offer, school place and property.
A Gulf base must include a disruption plan
Regional war and the risk of interrupted air travel belong in the decision, not in the small print. In the FCDO guidance retrieved on 5 October 2026, the regional-tensions section reports recent strikes and retaliatory attacks and warns of further attacks and unforeseen escalation. Read the current UAE travel advice before committing to a journey or treating the country as a refuge from conflict elsewhere.
Choose a home you can reach and occupy, hold records offline and keep a payment method that does not depend on one phone or employer account. Decide where your family would go if ordinary flights were disrupted. An alternative transit country is useful only if each traveller can enter it and the onward route is available.
A visit and a move are different permissions. Entry depends on nationality and the purpose of travel; residence adds its own steps. The British-passport entry and safety guidance is relevant to British citizens, not everyone living in the UK or Dubai. Bring the destination decision into your contingency and return planning.

Moving to the UAE with family
Build the household budget around recurring commitments: school, housing, health cover, transport and any support a relative needs. An employer package may cover one person well while leaving substantial family costs with you. Confirm precisely which benefits continue if that employment ends.
The UAE government's family-residence guidance states that employees with valid residence can sponsor their families with a minimum salary of AED 4,000, or AED 3,000 plus accommodation; medical fitness screening applies from age eighteen. The applicable relationship and documentary requirements also have to be met. Family sponsorship requirements should be matched to each person, including the child approaching adulthood or the parent you hope to bring.
Settle school admission, healthcare needs and the daily journey before choosing between a flat and a villa. If one parent or child will join later, keep the family documents and responsibility for each application explicit.

Will your residence support long periods abroad?
A base used intermittently needs a status that remains usable when you return. The UAE government's Golden Visa guidance specifically allows holders to remain outside the country for longer than the usual six-month period associated with ordinary residence validity. That privilege belongs to the relevant Golden Residence; it should not be assumed for every visa sold as long-term. The official Golden Visa benefits explain the distinction.
Check the conditions on your actual permit, the family permits attached to it and what happens if its basis changes. Keep the expiry dates and travel records together. Buying a property does not turn a separate, expired residence document into a valid entry permission.
For an empty home, arrange inspections and a clear maintenance response. Cooling, leaks, building access and utility accounts need attention even when you are away. Confirm that the building or community permits your intended use, especially if you plan to let the property between visits.

UAE residency and the Dubai Golden Visa question
Employment-sponsored residence suits a move tied to a qualifying job, but it also creates a dependency on that employment and the associated permit. A licensed business, an eligible self-sponsored route and a qualifying investment are different starting points. Establish the right to carry out your intended work as well as the right to reside.
The ICP Green Residency framework provides a renewable five-year self-sponsored route for specified groups, including eligible skilled workers, freelancers and investors. Freelancers have permit, qualification and financial requirements; a remote income alone is not automatic eligibility. The ICP Green Residency requirements define the actual categories.
A residence route for retirement
GDRFA Dubai publishes a five-year, self-sponsored residence service for retired foreign nationals, renewable while its conditions remain met. The service specifies a minimum age of 55, at least 15 years of service before retirement and qualifying asset or income evidence. Assess that route against your real work history and means before forming a company solely to obtain residence. Confirm the treatment of family members and extended absence for this category rather than borrowing the conditions of a different visa. GDRFA Dubai: residence for retired foreign nationals.
Buying property for a Dubai Golden Visa
Dubai Land Department's property-investor service describes an application for a renewable ten-year residence where the purchase value is at least AED 2 million. For mortgaged property, the service asks for bank evidence of the paid amount and balance and specifies AED 2 million paid in its introduction. Do not treat an advertised property value as sufficient evidence for every financed purchase. Obtain a transaction-specific eligibility assessment before making the residence outcome part of the buying decision.
The DLD Golden Visa investor service is a Dubai procedure. It requires an application and supporting documents; the purchase itself does not issue the permit. The national framework includes other qualifying categories, so the right route may have nothing to do with property.

Choose the emirate, then the address and tenure
Dubai, Abu Dhabi and the wider choice
Dubai can suit a plan centred on international business connections, a particular school curriculum and frequent flights. Abu Dhabi deserves its own comparison when the employer, school or required medical provider is there. A cheaper home in another emirate can change the daily commute substantially. Sharjah or Ras Al Khaimah should be assessed around your real journeys, not as interchangeable Dubai neighbourhoods.
Test access to the building, traffic at school times, cooling, parking, pedestrian practicality and drainage. Extreme heat affects the way children, older relatives and pets use the area. Heavy rain can disrupt roads and expose building defects. Use the official local safety guidance alongside an inspection of the actual property.

Renting and Ejari in Dubai
A serviced apartment can bridge the period while residence and identity documents are arranged. For the longer-term home, verify the landlord's title or the agent's authority and agree rent instalments, deposit, maintenance, notice terms and the inventory before payment. Find out separately who pays cooling, utilities, connection deposits and any building charges.
Dubai registers residential tenancy contracts through Ejari. DLD's service requires the unified tenancy contract and, through service centres, the applicant's Emirates ID; a representative needs the appropriate authority. Ejari registration produces the registered contract, not ownership. Other emirates have their own tenancy arrangements, so a Dubai process should not be copied across the country.
Buying as a foreign owner
In Dubai, foreigners, including non-residents, may acquire freehold property in designated areas. Elsewhere, the permitted location and the right being purchased need to be established under the emirate's rules. Freehold, usufruct and a long lease are different legal interests. The UAE government’s property-ownership guide explains the emirate distinctions.
Property rules and preparation in detail
For a completed Dubai property, verify title, the seller's authority, any mortgage or other burden, service-charge position, occupancy and permitted use. Agree the finance, deposit and completion conditions with independent professional support before signing. DLD's sale-registration process calls for identity documents and the developer's electronic no-objection certificate where applicable, and produces an electronic title deed. DLD’s sale-registration requirements and fees are the reference for the transfer.
The DLD schedule lists seller and buyer charges of 2% each plus relevant certificate, map and service-partner fees. Confirm the agreed allocation in your contract and add legal, agency, finance, service-charge and setup costs separately. An off-plan contract introduces developer and delivery risk as well; it cannot serve as a home available for an immediate arrival.
Secure the school place and the right medical cover
Choose a school around curriculum continuity, admission, learning support and the journey from home. In Dubai, KHDA's School Fees Fact Sheet sets out school-specific tuition and other charges. Compare the full commitment, including transport and additional activities, rather than the headline tuition alone. KHDA’s school-fee information helps you obtain the relevant facts before accepting a place.
School, health and family in detail
Keep school records, birth and marriage documents and any custody or travel-consent papers ready in the required form. The children and family guide connects those documents with a move that may happen in stages.
In Dubai, employers must provide health insurance for their employees, while sponsors must arrange it for resident dependants. Abu Dhabi has its own employer and sponsor obligations. These are not the same as every member of your family having the cover they need. The government health-insurance guidance sets out the emirate distinctions.
Before arrival, confirm your hospital network, specialist access, prescriptions, maternity or chronic-condition cover and direct-billing arrangements. Check medicine import requirements for any controlled medication. Health cover and care abroad helps turn a policy into a workable treatment and support plan, including care for an older relative.
Confirm care at the address and times you need it
If an older relative or another family member needs personal help, set out the daily tasks and any nursing support with their treating team. Who will help with washing, dressing, meals, movement and clinic visits, and who accompanies them on the journey to the UAE? Find a care service or appropriately qualified professional who can take on that work in the emirate and neighbourhood where you will live. Check building access, cooling and door-to-door transport against the person's needs and the chosen clinic.

Make bank access and business continuity independent
A residence application, an Emirates ID and a bank account are separate steps. Emirates NBD's published savings-account conditions distinguish resident and non-resident applicants and request different identity and supporting records. A non-resident savings product is not automatically a substitute for every salary, cheque or business-account function. The bank’s published account conditions are one product example, not a rule guaranteeing acceptance across UAE banks.
Prepare identity, address, tax-residence and source-of-funds evidence that tells a consistent story. For a business account, expect the business and ownership records as well. Keep access to funds while an application or compliance review is pending, and test payments, withdrawals and recovery after a lost phone before depending on the new setup.
For work, distinguish salary from business activity. The FTA states that a natural person conducting business in the UAE comes within Corporate Tax where business turnover exceeds AED 1 million in a calendar year; wages are excluded from that business-activity test. The FTA rules for natural persons do not make every foreign company or owner tax-free. Obtain the company, licensing and cross-border tax assessment that matches where decisions and work will actually take place.

Arrange the move in the order the dependencies require
Prepare passport and relationship documents, income or employment evidence and the papers supporting your chosen residence route. Then coordinate the application, medical fitness steps where required, Emirates ID, family sponsorship, insurance, bank applications and the longer-term home.
Keep the UAE base usable when circumstances change
Maintain a calendar for residence and family permits, Emirates IDs, insurance, school commitments, tenancy renewal, company licences and banking records. Review the dependencies when employment changes, a child reaches a different status or your pattern of visits changes.
Prepare the UAE base or compare a different region
If the UAE fits your aims, commission the actual work: establish the residence route, compare neighbourhoods, arrange a rental, support a purchase or coordinate the family arrival. We agree the scope, carry out the commissioned preparation and organise the professional execution it requires.
Compare the UAE with Panama and Malaysia
Panama is a relevant alternative if your aim includes geographic separation from the Gulf and a base in the Americas. Compare flight access, residence, money movement and family requirements on their own merits.
Malaysia belongs in the comparison if an Asian family base may meet your needs better. Its residence, foreign-property rules, schooling and medical access require a separate location assessment rather than an assumption that a second Asian option works like Dubai.
Already based in the UAE? Leaving the UAE or preparing a second option addresses that separate departure task.
Does a property purchase automatically give my family a Dubai Golden Visa?
No. The Dubai Land Department procedure is a separate application with value, ownership and documentary requirements. Its published service describes a renewable ten-year permit for qualifying property investors, with additional bank evidence for financed property. Establish eligibility before signing, and coordinate family sponsorship, insurance, the home and school arrangements separately.
